COLOMBO, Sri Lanka – October 2, 2026 – The Sri Lankan Cabinet has given its crucial approval for Phase III of the Baseline Road Extension Project, marking a significant step forward in easing traffic congestion and enhancing urban infrastructure in Colombo. The decision, announced following the Cabinet meeting on September 28, 2026, paves the way for a substantial upgrade of the 0.86-kilometer stretch from Kirulapone Junction to Dutugamunu Street on the busy Colombo-Horana Road.
Major Infrastructure Boost for Colombo-Horana Road
This vital segment of the Baseline Road Extension Project focuses on transforming a critical bottleneck into a modern, efficient thoroughfare. The approved plan includes upgrading the road section to a six-lane highway, complemented by a suite of advanced infrastructure facilities. These encompass the construction of a much-needed underpass, the implementation of signalized intersections to streamline traffic flow, enhanced pedestrian facilities for safety and accessibility, and significant improvements to the area’s drainage system.
Maga Engineering Secures Key Contract
The contract for this ambitious undertaking has been awarded to Maga Engineering (Pvt) Ltd., a leading name in Sri Lankan infrastructure development. The selection followed a rigorous National Competitive Bidding procedure, which saw seven bids submitted for evaluation. Based on the recommendations from the High-Level Procurement Committee, Maga Engineering emerged as the “substantially responsive lowest bidder.”
The total value of the contract stands at an estimated Rs. 2.89 billion, excluding Value Added Tax. The proposal to award the contract was put forth by the Minister of Transport, Highways, and Urban Development, subsequently receiving the Cabinet’s endorsement.
Alleviating Congestion and Driving Urban Development
The Baseline Road Extension Project – Phase III is anticipated to bring considerable relief to thousands of commuters who traverse the Colombo-Horana Road daily. By expanding the road to six lanes and integrating modern traffic management solutions, the project aims to significantly reduce travel times, improve road safety, and enhance overall connectivity within the capital’s urban fabric.
This initiative underscores the government’s ongoing commitment to developing world-class infrastructure that supports economic growth and improves the quality of life for its citizens. The upgraded section will integrate seamlessly with existing and future road networks, contributing to a more efficient and sustainable transportation system for greater Colombo.
