Colombo, 02 September 2026 – In a significant move to address persistent staffing shortages within the nation’s nursing education system, the Sri Lankan Cabinet has approved the recruitment of retired nursing tutors on a contract basis. This decision, announced on August 31, 2026, aims to temporarily fill critical vacancies in Nursing Schools operating under the Ministry of Health and Mass Media, ensuring the continuity and quality of nursing education.
Addressing a Pressing Need for Educators
The Ministry of Health and Mass Media oversees 17 Nursing Schools, including the prestigious Post Basic College of Nursing, which are vital for training the country’s future healthcare workforce. However, these institutions have been grappling with a substantial deficit of qualified educators. As of March 31, 2026, there were 142 existing vacancies for the post of Grade I/Supra Grade Nursing Officer (Education).
Furthermore, the situation is projected to worsen with 24 officers scheduled for promotion to the Special Grade based on vacancies identified as of December 31, 2025. This will bring the total number of Grade I/Supra Grade vacancies to 166. Additionally, there are 24 current vacancies in the Special Grade Nursing Officer (Education) category, compounding the challenge.
The Cabinet’s Solution: Contract Recruitment
Recognising the immediate need to bridge this educational gap, the Cabinet gave its assent to a proposal put forth by the Minister of Health and Mass Media. The approved measure allows for the recruitment of:
- Retired nursing tutors who previously served in government Nursing Schools.
- Nursing tutors who have retired or been legally discharged from service from nursing schools belonging to the tri-forces (Army, Navy, and Air Force).
These experienced professionals will be appointed to the post of Nursing Officer (Education) in Grade I/Higher Grade on a contract basis. This temporary arrangement will remain in effect until the existing vacancies can be formally and permanently filled through established recruitment processes.
Future Vision for Nursing Education
The Cabinet decision comes at a time when the Ministry of Health and Mass Media is actively pursuing ambitious reforms within nursing education. Plans are underway to elevate the status of nursing schools by converting them into nursing faculties and upgrading the current Diploma in Nursing to a Bachelor’s Degree. These initiatives are crucial for enhancing the professional standing and academic rigour of nursing education in Sri Lanka.
Despite these forward-looking plans, recruitment for the relevant training programs required for appointments to Grade I/Supra Grade Nursing Officer (Education) positions has not yet commenced. The contract recruitment of retired tutors is therefore a critical interim step, ensuring that existing educational programs continue uninterrupted while the long-term structural changes are implemented and new recruitments are finalised.
This strategic decision by the Cabinet underscores the government’s commitment to maintaining high standards in healthcare education and addressing workforce needs effectively, thereby strengthening Sri Lanka’s vital healthcare sector.
