GovHR System Goes Live: Public Servants Mandated to Complete User Profiles for Digital HR Transformation

COLOMBO, 29 September 2026 – In a significant stride towards modernizing the nation’s public service, the Ministry of Public Administration, Provincial Councils and Local Government has officially rolled out the Human Resource Management Information System (GovHR). A circular, reference 24/2026, issued on September 23, 2026, mandates officers across nine key services to immediately enter their personal information and complete their user profiles within the new digital platform.

The GovHR system is set to revolutionize human resource management processes across the public sector, facilitating everything from recruitment and confirmation to promotions, transfers, and retirements, all through an online interface. This initiative underscores the government’s commitment to enhancing efficiency and transparency through digitalization.

Phased Implementation Targets Key Services

The initial phase of the GovHR system’s implementation focuses on six all-island services and three combined services. This targeted approach ensures a smooth transition and allows for focused support during the critical early stages.

The services included in this first phase are:

  • All-Island Services:
    • Sri Lanka Administrative Service
    • Sri Lanka Planning Service
    • Sri Lanka Accountants’ Service
    • Sri Lanka Engineering Service
    • Sri Lanka Scientific Service
    • Sri Lanka Architects’ Service
  • Combined Services:
    • Sri Lanka Information and Communication Technology Service
    • Government Translators’ Service
    • Sri Lanka Librarians’ Service

Mandatory User Profile Completion and Access Protocol

Officers belonging to these designated services will receive an SMS notification containing their unique User Name, Password, and the official URL to access the system: https://govhr.gov.lk. Upon logging in for the first time, it is imperative that users immediately change their password for security purposes. Following this, officers are required to accurately enter their information and complete their User Profile. Comprehensive guidelines, including a User Manual and an instructional video, are available for download directly from the GovHR portal.

The Imperative for Accuracy and Timeliness

The Ministry has emphasized the critical importance of completing user profiles accurately and promptly. Circular 24/2026 explicitly states that future human resource management processes, such as service confirmations, transfers, and promotions for officers in the aforementioned services, will be conducted exclusively through the GovHR system. This makes the accurate completion of user profiles a prerequisite for seamless career progression and administrative functions.

Heads of Ministries, Provincial Councils, Commission Offices, District Secretariats, and all relevant government institutions have been instructed to ensure that officers under their purview are informed and comply with this directive.

Support Channels for GovHR Users

Understanding that new system rollouts can present initial challenges, the Ministry has established dedicated support channels. Officers encountering issues with receiving their username or password, or facing any difficulties accessing the GovHR system, can seek assistance via the following contact points:

  • Information Technology Division: 0112696211/13 Ext 812 or email itdinfo@pubad.gov.lk
  • Public Service Reforms Division: 0112166000 Ext 138 or email reformsdiv@pubad.gov.lk
  • Public Service Reforms Division: 0112196604

A Step Towards a Smarter Public Service

Secretary to the Ministry of Public Administration, Provincial Councils and Local Government, S. Alokabandara, highlighted that the establishment of the GovHR system is a pivotal step towards delivering a more efficient and smart public service through the comprehensive digitalization of the public sector. The Ministry has expressed strong appreciation for the cooperation of all stakeholders in ensuring the success of this transformative national initiative.

Further instructions regarding the execution of human resource processes online via the GovHR system are expected to be issued in due course, guiding the public service into a new era of digital administration.
