Colombo, 02 September 2026 – The Ministry of Public Administration, Provincial Councils and Local Government has officially issued comprehensive guidelines for the Annual Transfer Procedure of officers in the Sri Lanka Administrative Service (SLAS) for the year 2027. Public Administration Circular No. 19/2026, dated 1st September 2026, outlines the framework for transfers affecting SLAS officers in Grades I, II, and III, aiming for systematic placement and optimal utilization of human resources across the public sector.
The circular, issued under My No: CS/SLAS/ANN.TRA/2027, emphasizes the importance of implementing transfers in line with Cabinet Decisions No. CP 11/1090/523/087 (11.05.2011) and No. CP/14/0286/523/007 (23.04.2014), and with the approval of the Public Service Commission. The core objectives are to consider officer requests, grant transfers within a reasonable period, and prevent officers from remaining at the same service station for an unduly long time.
Annual Transfer Committee and Review Process
A dedicated Annual Transfer Committee will be appointed by the Ministry to oversee the 2027 transfers. Chaired by the Additional Secretary (Public Administration) of the Ministry, the committee will include the Director (Sri Lanka Administrative Service) and a representative from the Sri Lanka Administrative Service Association, along with the Senior Assistant Secretary (Divisional Administration, Home Affairs Division) for regional administration matters.
Officers who are dissatisfied with the committee’s initial proposals will have an opportunity to submit written arguments. These appeals will be reviewed by a separate committee comprising the Secretary of the Ministry (Chairman), a Secretary from another Ministry, and the Additional Secretary (Public Administration). Arguments can be made in cases where transfers do not comply with policy, officer requests are unfulfilled, or transfers are made against officer requests.
Mandatory Transfer Criteria for SLAS Officers
Circular 19/2026 stipulates several conditions under which Grade I, II, and III SLAS officers are compulsorily subject to the annual transfer procedure. These include:
- Officers serving at the same service station for six years or more.
- Officers who have completed a total service period of 12 years at maximum in a Ministry, Department, or Provincial Council.
- Officers who have completed a total service period of 12 years in a Ministry, Department, District Secretariat, or Provincial Council situated outside the Colombo District.
- Officers who have completed the maximum service period of three years at a designated “popular service station.”
Identifying “Popular Service Stations”
The circular clearly classifies certain institutions as “popular service stations” based on legitimate additional financial benefits offered. Officers are limited to a maximum service period of three years in these institutions, after which they are subject to compulsory transfer. The designated popular service stations are:
- Department of Customs
- Department of Immigration and Emigration
- Department of Motor Traffic
- Department of Excise
- Department of Inland Revenue
- Department for Registration of Persons
Application Process and Key Dates for 2027 Transfers
Officers wishing to apply for transfers, even if not compulsorily required, must have completed a minimum service period of two years at their current station. Applications must be submitted using the specified Annex I form, along with recommendations from their respective Heads of Department and Line Ministry Secretaries.
The circular outlines a strict timetable for the transfer procedure:
- Issuance of Notifications for Annual Transfers: Before 15th September 2026
- Submission of Duly Perfected Annual Transfer Applications: Before 15th October 2026
- Handing Over of Transfer Proposals to Authority: Before 15th November 2026
- Closing Date for Receiving Appeals by Review Committees: Before 15th December 2026
- Issuance of Final Transfer Order: Before 15th January 2027
- Submission of Appeals to the Public Service Commission: Before 31st January 2027
- Effective Date for Annual Transfers: From 01st March 2027, or the date prescribed by the Public Service Commission.
It is important to note that the Transfer Committee retains the power to transfer officers subject to compulsory transfer even if they do not apply. Such officers will be placed based on remaining vacancies, at the discretion of the Board, after prioritizing those who applied diligently.
Exemptions and Special Considerations
Certain institutions are exempt from this annual transfer procedure due to their unique operational nature. These include the Presidential Secretariat, Office of the Prime Minister, Cabinet Office, and Offices of the Leader of the House, Chief Government Whip, and Leader of the Opposition.
Transfers to and from institutions such as the Public Service Commission, Election Commission, Finance Commission, Delimitation Commission, National Police Commission, National Procurement Commission, and Audit Service Commission will require the concurrence of their respective Heads of Institution.
The circular also stipulates that officers beyond 58 years of age shall not be transferred outside their district without their request or specific grounds, though they remain subject to intra-district transfers. Special provisions apply for officers recruited to North and East Provinces under specific decisions.
The Ministry of Public Administration, Provincial Councils and Local Government urges all relevant officers and departmental heads to strictly adhere to the guidelines and deadlines outlined in Circular 19/2026 to ensure a smooth and efficient transfer process for 2027.
