Sri Lanka Secures Enhanced $200 Million ADB Facility for Trade, Investment, and Industrial Development

Colombo, Sri Lanka – August 19, 2026 – Sri Lanka has officially secured a significant financial boost with the signing of a US$200 million policy-based loan facility from the Asian Development Bank (ADB). This crucial funding, formally announced yesterday, is earmarked for the implementation of the “Trade, Investment and Industrial Development Program – Subprogram 1,” a key initiative designed to bolster the nation’s economic resilience and drive sustainable growth.

Strategic Economic Alignment and Objectives

The financing, provided through policy-based lending, is a cornerstone of the Sri Lankan government’s broader economic strategy. The program aligns seamlessly with the 2025 National Policy Framework, with a primary objective of fostering robust trade, investment, and industrial production sectors. These areas have been identified as pivotal priorities within the government’s major public investment projects slated for the 2026-2028 period.

The overarching Trade, Investment and Industrial Development Program is structured to offer comprehensive support to Sri Lanka’s core development objectives. It comprises two distinct subprograms:

  • Subprogram 1: A US$200 million facility, which has now been fully secured. Notably, this represents an increase from an initially agreed US$100 million, with the ADB committing an additional US$100 million in concessional financing.
  • Subprogram 2: A US$100 million conceptual financing facility, anticipated for implementation in 2028.

Timely Support Amidst Global Headwinds

The approval and signing of this loan facility come at a critical juncture for Sri Lanka. Despite ongoing global economic uncertainties stemming from the Middle East conflict and other geopolitical tensions, this policy-based loan provides timely and essential financial support directly to the government’s general budget. Official Signing Ceremony

The formal loan agreements were signed yesterday, August 18, 2026, at the General Treasury in Colombo. Representing the Government of Sri Lanka was Dr. Harsha Wijayasinghe, Secretary to the Ministry of Finance, Planning and Economic Development. The Asian Development Bank was represented by Ms. Shannon Krol, Sri Lanka Country Director.

The Ministry of Finance, Planning and Economic Development will serve as the executing agency for this program, underscoring its central role in driving Sri Lanka’s economic recovery and growth agenda.
