Six New Firms Assume Control of Sri Lanka’s Power Utility Operations

Following the enactment of the Sri Lanka Electricity Act No. 36 of 2024, effective as of March 9, the Ceylon Electricity Board (CEB) has officially ceased its operations. Consequently, six newly established companies have taken over the responsibilities and functions previously managed by CEB.

In a filing with the stock exchange, the utility company confirmed, “Ceylon Electricity Board (CEB) has ceased its operations, and the following six companies have commenced operations by taking over the functions of CEB.”

The notification further stated, “In compliance with Section 8.1 of the Listing Rules of the Colombo Stock Exchange (CSE), we hereby notify you of the enactment of the Sri Lanka Electricity Act, No. 36 of 2024, and its subsequent amendment. By the powers vested in the Honorable Minister of Energy, an Extraordinary Gazette Notification (No. 2478/41 – Thursday, March 05, 2026) has been published, declaring March 9, 2026, as the ‘Appointed Date.’

Subsequently, the following six companies have commenced operations, assuming the functions of the CEB:

  1. National System Operator (Pvt) Limited
  2. Electricity Generation Lanka (Pvt) Limited
  3. National Transmission Network Service Provider (Pvt) Limited
  4. Electricity Distribution Lanka (Pvt) Limited
  5. Energy Ventures Lanka (Pvt) Limited
  6. CEB Employees Funds (Pvt) Limited

All assets and liabilities previously held by the CEB have been transferred to these companies in accordance with the Preliminary Transfer Plan approved by the Cabinet of Ministers. Specifically, the debenture liability has been assigned to Electricity Distribution Lanka (Pvt) Limited.
