On February 3, 2026, Sri Lanka successfully completed the nationwide rollout of the ‘GovPay’ digital traffic fine payment system, marking a significant advancement in the country’s digital governance framework. Initially launched as a pilot project in April 2025 across 11 police stations, the initiative has now been expanded to encompass all nine provinces, representing a major stride towards more efficient, transparent, and citizen-focused public services.

Since its launch, the project has facilitated the collection of over LKR 115 million in traffic fines through digital channels, with successful digital transactions surpassing 86,000. Payments can be processed through all leading banks and fintech applications in Sri Lanka. Notably, as of this week, the public can also pay traffic fines in cash at more than 55,000 Dialog eZ Cash agents across the island, significantly enhancing both accessibility and convenience.

This achievement stems from the concerted efforts and collaboration of several stakeholders, including the Ministries of Digital Economy, Transport, and Public Security, as well as the Sri Lanka Police, Information Communication Technology Agency of Sri Lanka (ICTA), LankaPay, and Sri Lanka Telecom (SLT).

Initiated in November 2024, the project has achieved national-scale success through continuous training programs and coordinated operational processes. Moving forward, drivers will have the ability to pay fines instantly from any location and quickly retrieve their driving licenses, providing a substantial and tangible benefit to the broader Sri Lankan public.
